随着社会经济的发展和城市化进程的加快,近年来汽车数量急剧增多,与汽车相关的交通行业蓬勃发展,如何有效的控制和管理车辆,对车辆进行合理的调度,提高车辆的利用效率以及保证车辆的行驶安全,已成为政府和公众所关注的热点问题之一。
随着GPS定位技术、地理信息技术、无线通信技术的发展,智能交通系统应运而生。智能交通系统将先进的信息技术、数据通讯传输技术、电子传感技术、电子控制技术以及计算机处理技术等有效地集成运用于整个交通运输管理体系,有效地缓解交通阻塞,提高道路通行能力,减少交通事故,降低能源消耗,减轻环境污染。作为智能交通系统的重要组成部分,车辆监控管理系统的研究有着重要的现实意义。
论文以车辆监控管理系统的设计与开发为主要研究内容,深入研究了GPS,GIS,GPRS等系统关键技术的原理与技术特点,提出了系统设计思路和具体设计方案。论文重点研究了系统通信的原理与实现过程,并实现了基于GIS平台的监控中心软件的开发。在监控中心软件开发过程中,还引入了Google Map和Google Earth的应用,利用Google提供的地图数据和二次开发接口实现了车辆在Web地图上的定位,为用户提供了选择的空间。
GPS、GIS和GPRS的相互结合,完成了车辆的定位,信息的传输以及车辆的监控和管理,成功的实现了系统的预定目标。目前,该系统已应用于物流,出租等行业,取得了良好的效果。

With the socio-economic development and the acceleration of the urbanization process, in recent years there is a sharp increase in the number of cars. How to effectively control and management of vehicles, Reasonable dispatch vehicles, improve the efficiency of the use of vehicles and to ensure the safety of the vehicle, has become of concern to the Government and the public as one of the hot issues.
Along with the developments of GPS Localization Technology, Geography Information Technology and Wireless Communication, Intelligent Transportation System came into being. Advanced information technology, data communication transmission technology, electronic sensor technology, electronic control technology and computer processing techniques have been effectively applied to the whole integrated transportation management system by Intelligent Transportation Systems, which effectively alleviate the traffic congestion, improve the Road capacity, reduce traffic accidents, reduce energy consumption and reduce environmental pollution. As an important component of Intelligent Transportation System ,the research of Vehicle Monitoring and Management System has an important practical significance.
With Design and Development of Vehicle Monitoring Management System as the main research, the paper depth studied the principle and technical characteristics of system key technologies such as GPS, GIS, GPRS, Proposed system design ideas and specific design Methods. Paper focuses on system and implementation of the principles of communication process and realized the Control Center software which based on GIS platform. During development of Control Center software, Google Earth and Google Map Application were introduced, vehicles showing the location of at Web map was achieved by map data and the secondary development interface Google provided, which provide users with a choice space.
The combination of GPS, GIS and GPRS completed of the positioning of vehicles, information transmission and the vehicle monitoring and management, success to achieve the system target. At present, the system has been applied to logistics, rental and other industries, and achieved good results.
