摘要 自上世纪八九十年代开始,我国加快了城市化的进程,与此同时也促进了人民群众对居住条件的改善需求,随之而来的生活小区在各地开始拔地而起。但随着国家宏观政策的不断调整,现如今建筑行业面临着前所未有的挑战,建筑行业市场的风险进一步加剧,企业相互之间的竞争趋于白热化。随着国家在工程建设领域规范化和市场化政策的不断实施,各个市场主体企业也开始以管理水平和经济效益作为衡量项目成功与否的重要因素。对于项目开发商而言,增强项目的收益水平最行之有效的方法无外乎对项目的整体造价进行管控从而减少建设资金的投入。全过程造价控制模式就是一种对项目全部周期造价进行管控的方案,它开始于可行性研究阶段,并通过各个方案的比选、初步阶段设计、施工图阶段设计、进行施工招投标、实施施工、直到竣工验收通过结束。这种模式在实施过程中一般通过特定的部门来实施,来达到避免多重管理和保证责任明确的目的,确保整个项目的造价管控工作顺利完成。 本文针对BK小区建设项目造价控制的特点和面临的问题,构建了项目全过程造价控制体系,并把采取的相应措施在项目建设的各个阶段进行了详细地说明。为了达到将项目造价控制在合理的范围内和降低建设成本风险这个总体目标,在编制施工过程中的造价控制程序、通过价值工程法对施工设计方案进行优选、在工程结算阶段核定价款、积极把控在招投标环节存在的各种风险等方面对可能出现的各种造价偏差进行控制。同时对每个阶段可能存在的不稳定因素进行有效的管控,合理制定项目造价的控制目标,逐步提升项目实施过程中的造价管理水平。本文通过在BK小区建设项目中利用全过程造价控制这种模式,并把这种模式的具体应用情况和最后的成效进行分析与概括,希望可以在造价管理领域对相似建设项目具有一定的示范意义。

Abstract China began to accelerate the process of urbanization in the 1980s and 1990s, and at the same time brought the demand for improvement of living conditions, which led to the establishment of a large number of new communities.However, with the continuous and strict adjustment of national macro policies, the construction industry is now facing unprecedented new challenges, the risk of the construction industry market is further intensified, and the competition between enterprises is increasingly fierce.Under the guidance of national policies, the market of construction industry gradually moves towards standardization and maturity, and the idea of paying attention to management and improving the market viability of enterprises begins to become the mainstream.One of the best ways to reduce construction cost and increase project benefit level is to implement strict and reasonable cost control.The whole-process cost control mode is a scheme to control the cost of the whole cycle of a project. It starts from the feasibility study stage and goes through the comparison and selection of various schemes, preliminary stage design, construction drawing stage design, construction bidding and implementation, until the completion and acceptance.This mode is usually implemented by specific departments in the implementation process, so as to avoid multiple management and clear guarantee responsibilities, and ensure the smooth completion of the cost control work of the whole project. According to the characteristics and problems faced by the construction project of BK residential area, this paper constructed the whole-process cost control system of the project, and explained in detail in each stage of the project construction from the perspective of cost control and corresponding specific measures.In order to achieve the project cost control in appropriate range, reduce construction costs increase the risk of the overall objectives, such as preparation of construction cost control in the process of order, by the method of value engineering to construction design scheme selection, in the stage of the approved price, engineering settlement control in such aspects as bidding links exist various risks that may arise during the process of project implementation deviation control.At the same time, the possible unknown conditions at each stage were effectively controlled and dealt with, the control objectives of project cost were reasonably formulated, and finally the cost management procedures in the process of project implementation were gradually standardized.In another aspect, it also describes that the whole process cost control system is very important in saving and optimizing all kinds of resources of the project and implementing the final cost control goal.In this paper, through the use and application of the whole-process cost control model in BK community construction project, as well as the analysis and summary of the specific application and the final effect of this model, it is expected that this model can play some demonstration and reference role for similar construction projects in the field of engineering cost.
