作为人力资源管理的核心之一,绩效考核是企业管理研究的重点。建立有效的员工绩效考核体系,可以提高工作绩效,增强企业竞争力。随着煤炭市场竞争日益激烈,我国煤炭企业现有的绩效考核已经不能适应目前环境发展和变化的需要,成为制约其管理水平提高的瓶颈,因此,研究和探讨国内煤炭企业的绩效考核体系就显得十分必要。
本文在对绩效考核理论进行认真研究总结的基础上,对中国中煤第五建设有限公司第一工程处(以下简称中煤五建一处或公司)煤矿建设班组绩效考核现状进行了认真调研与分析,找出了存在的问题和不足;借鉴国内外员工绩效考核实践经验,提出了构建中煤五建一处班组绩效考核体系的总体构想,并以目标管理法为主,以量表考核法和关键绩效指标考核法为辅,三者相结合的方法,确定考核标准,建立了班组绩效考核体系;在此基础上提出了班组绩效考核体系的实施和对策建议。通过班组绩效考核体系的有效实施,为中煤五建一处内部管理的完善和提升提供了有力支持,对公司的持续有效发展有重要的现实意义。

As one of the core human resources management, performance appraisal is a management focus of the study. Establish an effective performance appraisal system, can improve performance and enhance competitiveness. With the increasingly competitive petrochemical market, China's coal enterprises have been unable to meet the existing performance appraisal development and changes in the current environment, needs, as a constraint to improving the level of its management bottlenecks, and therefore the study and exploration of domestic coal enterprises of the performance appraisal system becomes is necessary.
In this paper, the theory of the performance appraisal based on careful study concluded, on the No.1 Engineering Division of China Coal No.5 Construction Co. Ltd. (hereinafter referred to No.1 Engineering Division or company) status of performance appraisal coal construction team was careful research and analysis to identify the problems and deficiencies; learn from domestic and foreign Staff performance appraisal experience, No.1 Engineering Division team proposed to build the overall concept of performance appraisal system in order to target management technique as well as scale evaluation method and key performance indicators supplemented by evaluation method combining the three methods determine the assessment criteria, established a team performance appraisal system; On this basis, proposed the implementation of team performance appraisal system and the countermeasures. Team performance appraisal system through the effective implementation of No.1 Engineering Division Company for the improvement and upgrading internal management provided strong support for the continued effective development of the company has important practical significance.
