煤矿本质安全综合评价是以实现煤矿本质安全为目的,而煤矿生产系统的复杂性决定了煤矿的安全评价是一项复杂的系统工程,所以构建准确、合理、有效的煤矿本质安全综合评价指标体系至关重要。 本文以矿井的安全为主要目的,以矿井的人-机-环境系统为研究对象,对人-机-环境系统的本质安全化进行了系统地分析和研究。在人的行为理论的基础上,讨论了人失误的产生原因和导致事故的模式,对机器进行了人机工程学分析和可靠性分析,分析了特殊的环境因素对系统安全的影响,研究了矿井人-机-环境系统的本质安全化的措施和方法。 在对现有安全性评价基础体系分析的基础上,结合煤矿的实际情况,建立了本质安全化评价指标体系。指标体系由4个一级指标,16个二级指标,53个三级指标组成。采用基于栅格获取的模糊Borda法确定了系统层即一级指标的权重,二、三级指标权重均采用层次分析法予以确定。 在现有评价方法的基础上,选择并建立了矿井模糊综合评价模型,并应用于实际矿井,对矿井的本质安全化水平进行了综合评价,得出了该矿的本质安全等级,并依据评价情况提出了矿井本质安全化建设的措施。

Comprehensive evaluation of intrinsic safety for coal mine is to achieve the intrinsic safety for coal mine. The complexity of the production system of coal mine decides that safety evaluation of coal mine is a complex systemic project, so the right-constructed, reasonable and effective evaluation index system of intrinsic safety for coal mine is very important. This thesis takes the coal mine safety as the main purpose and takes the mine’s man-machine-environment system as the object of study. The safety factors of man-machine-environment system have been systematically analyzed. Based on human behavioral theory, the reasons of human error and the accident modes resulted from human error are discussed, the ergonomics analysis and the reliability analysis of the machines are done, the influences of special underground environmental elements are analyzed, the measures and methods of achieving the intrinsic safety for underground environment in mine are studied. On the basis of the analyzing the present safety assessment index system and combining with the coal mine facts, the safety assessment index system of mine is established. The index system is composed by 4 first-grade index, 16 second-grade index and 53 third-grade index. Using Fuzzy Borda Method Based on Grid Acquisition Model to confirm the first grade indicator weights. The weights of the Second and third grade indicator are estimated by Analytic Hierarchy Process. On the basis of the present safety assessment method, the mine fuzzy comprehensive assessment model is established, and it has been carried on practical coal mine. Then, this evaluation index system has been applied to evaluate the intrinsic safety of coal mine, and we get that this coal mine grade of intrinsic safety. And then we give the measure about the constrution of intrinsic safety of coal mine on the basis of evaluation.
