农村剩余劳动力的转移问题已成为我国当前农村、农业乃至全国经济发展的关键。驻马店地区是河南省南部以农业为主的经济欠发达地区，人口众多，农业人口所占比重大，农村剩余劳动力数量多且转移难度大，这在很大程度上制约了该地区经济的发展。因此，如何促进驻马店地区农村剩余劳动力转移，对于推进本地区的社会主义新农村建设，解决好农业、农村和农民问题，具有重要的理论意义和现实意义。 本文在总结和借鉴国内外农村剩余劳动力转移理论的基础上，对我国农村剩余劳动力转移的动因、特征、效应和趋势进行了一般分析。根据驻马店统计局和劳动与社会保障局提供的相关资料和本人实地典型调查的相关数据，结合驻马店地区的地理状况、经济发展、人口现状等具体区情，利用实证分析、规范分析和比较分析等方法，测算了本地区农村剩余劳动力的数量，发现驻马店地区农村剩余劳动力转移的压力比其他地区更大，而当地城乡分割的户籍制度、滞后的城镇化进程、低下的农民素质以及不同程度的就业歧视严重制约了驻马店地区农村剩余劳动力的转移。 本文从理论和实践的结合上，提出要促进驻马店地区农村剩余劳动力转移，就要采取就地转移和异地转移相结合的模式，消除阻碍农村剩余劳动力转移的制度因素，统筹城乡就业，引导劳动力的合理有序流动，强化农村义务教育和职业技术培训，提高农民素质，增强就业能力，调整产业结构，带动农村第三产业发展，加快小城镇建设，发挥驻马店地区农村剩余劳动力的相对优势，打造劳务品牌，采取综合措施不断拓展本地区农村剩余劳动力的转移渠道和就业空间，实现驻马店地区农村剩余劳动力健康有序转移。

The transfer of rural surplus labor is the key to agriculture and even national economic development. Zhumadian area is located in the southern He’nan Province, the transfer of rural surplus labor in this area is similar to the transfer of rural surplus labor in most areas of our country. Research in the transfer of rural surplus labor in Zhumadian area has certain representative sense to the study of a nationwide transfer of rural surplus labor. At the basis of the research background and significance of the study, the frame of this article, and the survey on the theoretical research of transfer of rural surplus labor, the paper based on the information of Bureau of Statistics and the Bureau of Labor and Social Security to provide relevant information, combined with the actual conditions of rural surplus labor in Zhumadian area, analyzes the general situation, the status quo and the existing problems of rural surplus labor in Zhumadian area, used empirical analysis, normative analysis and comparative analysis methods, measured the number of rural surplus labor force in Zhumadian area, found that the transfer of surplus labor in rural areas of Zhumadian area has greater pressure than other regions, and the local division of the household registration system in urban and rural areas, lagging behind the process of urbanization, the lower quality of the farmers, as well as varying degrees of employment discrimination has seriously hampered the transfer of rural surplus labor force of Zhumadian area. And from the combination of theoretical and practical point, the paper advanced that if we want to promote the transfer of rural surplus labor, it is necessary to transfer the surplus labor locally-based, and improve the ralatedsystem simultaneously improve the quality of farmers, it is also necessary to bring resource advantages in Zhumadian area into play based on taking a new road to industrialization, driven rural development of the tertiary industry and continuing to widening the potentials of rural surplus labor employment, realize the healthy and orderly transfer of the farmer in Zhumadian area.
